Claremont Puppies is a unique puppy placement service led by Vic Finkelstein, who previously operated Claremont Puppies and Pets and other trusted pet stores in Western Australia for over 40 years.
Today, Vic works with ethical, welfare-compliant breeders across Australia to help families find the right puppy—with care, transparency, and a lifetime of experience.

With four decades of experience in pet store management and animal welfare, Vic is rebuilding his business to comply with Western Australia’s and Australia’s evolving animal welfare laws and to establish co-breeder partnerships with a network of registered breeders.

How the WA Government reformed puppy sales.
In recent years, the Western Australian Government introduced landmark reforms under the Dog Amendment (Stop Puppy Farming) Act 2021. These changes were designed to improve the welfare of dogs and puppies across the state. As part of this initiative, pet shops are no longer permitted to sell puppies directly to the public.
These reforms were introduced to stop unethical breeding and ensure that all puppies come from traceable, welfare-compliant sources. While the changes led to the closure of much of the traditional pet retail industry — including our former store, Claremont Puppies and Pets — we fully support the intent of these reforms to protect animal welfare and improve transparency for new puppy owners.
Today, Claremont Puppies operates in compliance with all Western Australian and interstate breeding and sales laws. We are transitioning to a direct placement model, working through formal co-breeder relationships with a trusted network of ethical breeders built over 40 years. This approach ensures that every puppy placed through Claremont Puppies is supported by clear provenance, responsible breeding practices, and a lifelong commitment to welfare and ethical care.

Instead, they may only act as rehoming centres in partnership with registered rescue organisations. These reforms were introduced to stop unethical breeding and to ensure that all puppies come from traceable, welfare-compliant sources.
At Claremont Puppies, we fully support the intent of these reforms. Our focus remains on protecting animal welfare and ensuring that every family finds the right companion through transparent, ethical practices. As we transition away from our former retail model, Claremont Puppies is establishing formal co-breeder relationships with trusted ethical breeders — allowing us to continue placing puppies responsibly, directly, and in full compliance with Western Australian law.
